Early stage startups of 10 people should absolutely be having executive team meetings. At that size, there are clearly leaders and individual contributors. To be sure, only 2–4 people out of the 10 are likely to be leaders. An example team might be:

In this case, it makes sense that the CEO, Head of Eng. and Head of Sales are having a weekly leadership team meeting. This team should also be doing Weekly Updates in writing each week to hold each other accountable.
